ch.comm Telecommunication in Switzerland
CHARTER:
This newsgroup is about telecommunication in Switzerland and covers
everything related to it if there is not a special newsgroup covering
the topic. The discussion may cover the following topics:
- Discussion about different and/or new communication providers
(telephony, internet access, mobile communications) in
Switzerland.
- Announcements of events related to telecommunication such as
conferences and expositions.
- Questions and answers about problems with different communication
providers in Switzerland.
- Discussion about communication equipement such as telephones and
mobiles ("handies").
- Discussion about new communication features.
Please state already in the subject what provider / system you are
using if the problem you are discussing is related to it.
Please note that for computer communication and networks the group
ch.comp.networks exists. The group ch.comm is less computer related. It
is strongly discouraged to crosspost between any newsgroups among the
ch.* hierarchy.

Change in the newsgroups creation guidelines

RATIONALE:
The present voting rules in the ch.*-newsgroups impede the further
development of the ch.* usenet-news hierarchy. The hurdle for the creation
of a new group is set too high and allows a small
minority to overrule the will of a vast majority.
For example: the telecommunications group ch.comm could not be created due
to the fact that only 9 voted against it. This in spite of 104 voting "Yes".
The voting rules in other news hierarchies are less rigorous. Therefore it
appears to be equitable to simplify the procedure currently in place.
The proven rules of the de.*-newsgroups have been chosen as template. The
proposed change ensures both, the prevention of a flood of new groups nobody
needs as well as an easier creation of required groups/changes.
CHANGE OF THE CHARTER CH.* ALL GROUPS:
The present rules are (position 5.3 of the FAQ):

- At least two third of all valid votes
are on "YES",
- at least 100 votes more on YES than on
NO have been given.

The following passage will be reinserted in the charter of ch.* all groups :

To effectuate changes within the ch.*-usenet-hierarchy (i.e. creating new
groups, alteration of the charter) the traditional voting procedure
consisting of Requests for Discussions (RfD) and a Call for Votes (CfV) must
be carried out.
The proposal will be put in place, if:
- at least two thirds of all valid votes are on "YES",
- at least 60 votes on YES have been given.

Voting Procedure Notes
======================
Only one vote per person, no more than one vote per account is valid.
Duplicate votes will be resolved in favor of the most recent valid vote.
Addresses and votes of all voters will be published in the final voting
results list.
Votes must be mailed directly from the voter to the 'votes' account.
Anonymous, forwarded, or proxy votes are not valid. Votes mailed by
WWW/HTML/CGI forms are considered to be anonymous votes.
The use of spam blockers or other munged addresses will prevent receiving
an acknowledgement of your vote. If the address cannot be verified, the
ballot will be disallowed. There is no need for munged addresses as in the
final voting results list all adresses will be alienated.
If you do not receive an acknowledgment of your vote within four days
contact the votetaker about the problem. It is YOUR responsibility to make
sure your vote is registered correctly.
How to vote
===========
Extract the ballot from the CFV by deleting everything above the top
"-=-=-=-" line and everything below the bottom "-=-=-=-" line. DO NOT
erase anything between these lines and do not change the group names.
Don't worry about the spacing of the columns or any quote characters (">")
that your reply inserts. Please do NOT send the entire CFV back to me.
Give your name on the line that asks for it. Place ONLY your name (i.e.,
do not include your e-mail address or any other information). If you would
like to remain anonymous, please contact the votetaker. For each group,
place a YES or NO in the brackets next to it to vote for or against it. If
you don't want to vote on a particular group, insert ABSTAIN or just leave
the space blank.
Then mail the ballot to:
