Hello everybody

The following message contains information about and the voting ballot for
the decision on the operators of the CHancelbot (automatic cancel of
postings in the ch.* newsgroups that do not fulfill the formal criteria)
and some minor changes in the ch.talk and CHancelbot charters.

This CFV is to be distributed only by the votetaker. It is not to be
posted to newsgroups, or mailed to mailing lists or individuals,  and it
is not to be published on the World Wide Web, except by the votetaker.
Ballots or CFVs provided by anyone except the votetaker will be invalid.

Votes must be received by 25th November 999 23:59:59 CEST. Note that the
arrival date of the ballot is decisive.

Operator of CHancelbot
----------------------

The vote of march 99 decided upon the activation of the CHancelbot. This
vote is about an operator of the CHancelbot and his substitute according
to the rules of the CHancelbot charter. 

Marc Schaefer (schaefer(at)alphanet.ch) and Matthias Leisi
(leisi(at)codelab.ch) have volunteered for this election. Reaching a 2/3
majority in the vote they will be allowed to configure and activate the
CHancelbot upon the rules we decided on in the last vote (s.
http://www.use-net.ch/Usenet/charter.html). 

The cancels of CHancelbot are recognizable by the following characteristics:

These statements apply to the bot configured by Marc Schaefer. This bot
has been reliably publishing the posting ID's of articles failing the
formal criteria (s. ch.bulletin.chancelbot). Marc Schaefer will activate
this bot one week after a successfull election. Notes about the cancelled
messageswill be posted in ch.bulletin.chancelbot.


Proponent: Is a consequence of the vote about activation of the CHancelbot.



Addition to the CHancelbot charter
----------------------------------

The voting modalities for the operator of the CHancelbot differ from the
usual procedures for new newsgroups in the ch.* hierarchy. Some aspects of
these modalities may not have been defined accurately enough. The
following line will therefore be added to the CHancelbot charter:

"The election of an operator (and/or his/her substitute) of the CHancelbot
may not be repeated earlier than two months after the end of the last
election."

Changing the ch.talk charter
----------------------------

CHARTER: ch.talk        For topics not covered by other ch.* newsgroups

This newsgroup covers all the topics related to Switzerland that are not 
discussed in any of the other newsgroups in the ch.* hierarchy or that are
not mentioned in the corresponding newsgroup charters.

Voting Procedure Notes
======================

Only one vote per person, no more than one vote per account is valid.
Duplicate votes will be resolved in favor of the most recent valid vote.
Addresses and votes of all voters will be published in the final voting
results list.

Votes must be mailed directly from the voter to the 'votes' account
(michael.bleichenbacher@switzerland.org). Anonymous, forwarded, or proxy
votes are not valid. Votes mailed by WWW/HTML/CGI forms are considered to
be anonymous votes.

The use of spam blockers or other munged addresses will prevent receiving
an acknowledgement of your vote. If the address cannot be verified, the
ballot will be disallowed. There is no need for munged addresses as in the
final voting results list all adresses will be alienated.

If you do not receive an acknowledgment of your vote within four days
contact the votetaker about the problem. It is YOUR responsibility to make
sure your vote is registered correctly.


Extract the ballot from the CFV by deleting everything above the top
"-=-=-=-" line and everything below the bottom "-=-=-=-" line. DO NOT
erase anything between these lines and do not change the group names.
Don't worry about the spacing of the columns or any quote characters (">")
that your reply inserts. Please do NOT send the entire CFV back to me.

Give your name on the line that asks for it. Place ONLY your name (i.e.,
do not include your e-mail address or any other information). If you would
like to remain anonymous, please contact the votetaker. For each group,
place a YES or NO in the brackets next to it to vote for or against it. If
you don't want to vote on a particular group, insert ABSTAIN or just leave
the space blank.

Then mail the ballot to: michael.bleichenbacher@switzerland.org. Just
Replying to this message should work, but check the "To:" line.
