For a group to pass, YES votes must be at least 2/3 of all valid (YES and NO)
votes. There must also be at least 100 more YES votes than NO votes. The
CHancelbot operator vote was an exception: Activation of CHancelbot passed
the vote in spring 1999 under normal rules, leaving the position of the
operator to be determined by a simple 2/3 majority.
A five day discussion period follows this announcement. If no serious
allegations of voting irregularities are raised, the CHancelbot will be
activated shortly thereafter. The failing charters may not be
voted on again for six months.
The voting period closed at 23:59:59 CET, 25 Nov 1999.
